For a Korea tax refund, an immediate deduction at a participating shop is the simpler choice if it offers that service and your purchase qualifies. Otherwise, a general refund voucher from the shop lets you claim later, including at the airport when you leave.
This advice is for short-term foreign tourists staying less than six months who are non-residents and do not earn income in Korea. It covers new, unopened and unused goods that you will take out of Korea within three months of purchase.
The question to ask before paying
A Tax Refund or Tax Free sign and the refund company's logo identify a shop where you can ask about a refund and show your passport at checkout. The sign tells you to ask about the service; it does not mean every purchase gets an immediate deduction.
A useful question is: 'Can you deduct the tax now, or do I need a tax refund voucher?' Ask before completing payment, rather than discovering at the airport that you only have an ordinary receipt. If the shop offers neither service, the airport is not a fallback that turns that purchase into an eligible claim.
Tax Free shopping in a participating retail store is also different from buying at a duty-free shop. Goods already bought duty-free are not eligible for another refund through this process.
Korea tax refund limits for an immediate deduction
The Korea Tourism Organization's guidance gives these purchase thresholds for the immediate route. They refer to shopping transaction amounts, not the amount of cash refunded.
- Each transaction must be at least KRW 15,000 and less than KRW 1,000,000.
- Your combined immediate-refund transactions must total no more than KRW 5,000,000.
When the shop deducts the tax
An eligible transaction of exactly KRW 1,000,000 falls outside the immediate-refund range. So does a purchase below KRW 15,000. The upper limit applies to immediate deductions, rather than every refund route.
For an immediate Korea tax refund, the shop checks your eligibility using your passport and you pay the price after the tax deduction. Once that purchase has been processed this way, there is no separate refund claim to make for it at the airport. You still need to meet the goods and departure conditions.
The voucher matters, not just the receipt
For the general Korea tax refund route, you pay the tax-inclusive price first. A qualifying purchase must be at least KRW 15,000 per transaction, and the participating shop must issue the separate tax refund voucher. Both the purchase receipt and refund documents need to stay with you until departure.
Before you leave the counter, the refund document should be in your hands with its required details complete. An ordinary payment receipt alone is not enough for an airport claim. The refund company's name on the voucher also matters if you later use a downtown counter, because that counter must handle that company's vouchers.
The goods must remain unopened and unused. Opening cosmetics to use during the trip, for example, conflicts with the condition that the goods leave Korea new and unused. Restaurant meals and services such as massages are outside this goods-refund process.
At Incheon, your purchases need to stay accessible
For a later Korea tax refund claim at Incheon Airport, the bag holding the goods determines the steps before you hand luggage over. The airport's official procedure separates purchases carried onto the flight from those traveling as checked baggage.
If the goods are in your carry-on, you check in and collect your boarding pass while keeping the goods and refund documents with you. The next stop is the departure-hall kiosk, where the screen guides you through the process. If it directs you to customs inspection, you present your passport, unopened and unused purchases, and purchase confirmation at the customs desk. Not everyone is automatically sent for an in-person inspection.
If the goods are in checked baggage, the airline employee needs to know during check-in. The bag is tagged for customs inspection and returned to you before you visit the departure-hall kiosk. You present the goods and documents if inspection is required. After customs clearance, the bag goes onto the large baggage conveyor beside the customs desk, following staff directions.
The order matters: the bag stays with you until the refund checks that may require the goods are finished. At the kiosk, you select your language and scan your passport or the voucher's barcode or QR code as instructed. Any required export confirmation comes before the refund instructions for collecting payment. Current terminal signs point to the counter or kiosk location. This baggage sequence is specific to Incheon.
A downtown refund is a separate option
The airport is not the only place to claim a general Korea tax refund. Other routes include downtown, mailbox and mobile refunds. For a downtown counter, you need your goods, refund receipt, passport and an international credit card, and the counter must accept your refund company's paperwork.
Receiving money downtown does not finish the departure process: export confirmation by customs is still required when you leave. This differs from the immediate deduction at checkout. If you use a downtown service, its instructions belong with your documents; the payment does not mean the goods can be packed out of reach before departure checks.
The refund amount and payment choice
A Korea tax refund is not a promise to receive 10% of the shelf price. The amount depends on the purchase, refund provider and payment method. Card or mobile refunds may have separate fees deducted. The amount shown on the voucher or provider's screen and the offered payment method are the details to compare, rather than assuming every card or service has the same processing time.
These rules come from KTO guidance dated October 20 and 21, 2025, and Incheon Airport's departure instructions. Counter locations and service arrangements can change; the airport's current signs and your refund provider's instructions take precedence for those details. Last checked: October 23, 2026.
Before your next checkout, have your passport ready and ask whether the shop can deduct the tax immediately.
